Michael K. Fee (candidate for re-election)

mfee@verrill-law.com

What are your qualifications for office: I am a litigation attorney familiar with procedural and substantive law. I served on the Needham Finance Committee (1 year Chair) and as a Town Meeting Member. I am the incumbent Town Moderator, having first been elected to this position in 1997. I preside fairly and efficiently at Town Meeting.
What do you see as the most important goal you would like to achieve if re-elected: Keeping Town Meeting vibrant, accessible and meaningful. At a time when some towns are eliminating Town Meeting and installing councils and mayors, Needham, through its residents’ participation in Town Meeting, can continue to be a model of local, participatory citizen government and a forum for civil and respectful discussions and decision-making about a range of issues affecting our town now and in the future.
SELECT BOARD (for 3 years)
2 Candidates for 1 Seat
Heidi Frail (candidate for re-election)
29 Powers St
voteheidifrail@gmail.com
www.voteheidifrail.com

What are your qualifications for office: I am thoughtful, hard-working, and committed to our town. My husband and I raised our family here, and have been active in the schools with our two boys. I work full-time in medical tech and along with serving on the Select Board, I have served in Town Meeting and with the League of Women Voters.
What do you see as the most important goal you would like to achieve if re-elected: Our long-time Town Manager retires this summer, and the work to hire her replacement and guide the process to ensure a successful transition is one of my most important goals. The Select Board works closely with the Town Manager to maintain and improve town services, including the schools, police, fire, and public works, all within the limits of available resources to ensure long-term stability of our community.
What are the biggest challenges facing the town: Needham’s challenges include maintaining local services in a difficult economic and political environment. These challenges mayinclude sharp changes in state and Federal policy, difficult revenue issues, and impacts on sectors – medicine, technology, and education – that employ many of our residents. Ensuring that our residents are secure, that our town services and schools remain excellent, and existing and future infrastructure needs are maintained are our biggest challenges.
As a Select Board member, what would you do to maintain and improve the vitality of businesses in Needham: I serve as the Chair of the Council of Economic Advisors, whose goal is making opening and running a successful business in Needham easier. I hope to improve the way the town works with local businesses to be more supportive, and to facilitate better communication and cooperation to increase retail and commercial activity.
How should the Select Board address issues of diversity, equity, and inclusion in Needham: The Select Board is committed to ensuring that Needham is an inclusive and welcoming community. Diversity, equity and inclusion is embedded in our town goals, which guide our decisions and actions. This includes hiring, contracting and services, support and participation in multi-cultural events, and increased diversity and opportunity in the appointment of volunteers to town boards and committees. Continued commitment to these goals is essential.
How would you prioritize the recommended actions in the December 2022 Needham Housing Plan: First, Town Meeting adoption of Needham’s MBTA Communities Base Compliance Plan, followed by careful work for its effective implementation. Going forward, priority goals include: Needham Housing Authority’s renovation and development efforts, the Charles River Center’s supportive housing plan at East Militia Heights, reducing the number of teardowns to preserve moderate sized housing, and exploring an expanded role for the Town’s Affordable Housing Trust.
When considering the town’s annual operating budget, what factors would guide you in making tradeoffs among competing funding priorities: The budget process is careful and collaborative. The Town’s capital and debt guidelines provide an important framework. I will prioritize funding that ensures a safe and healthy community, preservation of existing and future infrastructure, excellent schools, maintenance of town services and an economic environment that preserves and promotes the Town’s well-being.

What are your qualifications for office: With 25+ years in financial services, I have the mindset of a fiduciary, always acting in my clients’ best interests. I will bring this same mindset to the residents of Needham to promote policies that drive the town’s well-being and are transparent, community-focused, and financially sustainable.
What do you see as the most important goal you would like to achieve if elected: My top priority is being responsive to our residents and setting community-driven initiatives while balancing cost impacts. With my investing experience, I will focus on maintaining fiscally responsible policies that preserve Needham’s triple-A bond rating while facilitating wise investment of taxpayer dollars in key town initiatives and schools, promoting sustainable growth, and protecting the town’s financial health and quality of life.
What are the biggest challenges facing the town: Needham faces rising living costs, school capacity concerns, and the challenge of balancing the budget while funding critical infrastructure. Maintaining strong schools, thriving businesses, and well-supported town services requires strategic planning, transparency, and community-driven solutions. With my 25+ years of driving growth for businesses and nonprofits, I will bring that experience to help manage growth while preserving Needham’s character and financial stability.
As a Select Board member, what would you do to maintain and improve the vitality of businesses in Needham: As a business professional, I understand the challenges, risks, and rewards of entrepreneurship. To attract investment and commerce, we must streamline business approvals, promote small businesses (e.g., allowing retail pop-up shops), and encourage local student internships & workforce development programs. These will be among my key priorities to ensure Needham’s economic vitality and growth.
How should the Select Board address issues of diversity, equity, and inclusion in Needham: Promoting diversity, equity, and inclusion begins with creating a welcoming and safe environment for all families. As a passionate community-builder who has fostered the multi-cultural community in Needham, I will advocate for culturally responsive programs and promote policies that drive awareness. I believe every resident should enjoy a life of respect in our wonderful town of Needham.
How would you prioritize the recommended actions in the December 2022 Needham Housing Plan: Implementing the December 2022 Needham Housing Plan begins with thoughtfully reviewing all options for properties under consideration. This includes exploring sustainable development, expanding mixed-income housing, and aligning planning transparently to residents’ needs. I support policies that increase housing affordability while preserving Needham’s unique character.
When considering the town’s annual operating budget, what factors would guide you in making tradeoffs among competing funding priorities: I will prioritize fiscal responsibility while ensuring public safety, schools, and infrastructure receive the necessary funding. My approach includes evaluating long-term investments, maximizing state and federal funding opportunities, and fostering transparency in budgetary decision-making. Balancing critical needs with financial sustainability will be at the core of my approach.
TOWN CLERK (for 3 years)
1 Candidate for 1 Seat
Louise L. Miller (candidate for re-election)
5 North Hill Ave

What are your qualifications for office: I have held the office for the last year, including State and National elections and a Special Town Election. I am an attorney who entered public administration as a second career. I have extensive municipal experience, including Chief Financial Officer and Town Administrator.
What do you see as the most important goal you would like to achieve if re-elected: Better communication through continued updating of the website and increased efficiency through automation of certain functions. For example, automating dog licensing in the past year has freed staff to focus on the increased demands from changing state laws related to elections, records, and vital records. For example, elections require significantly more staff with vote by mail and early in person voting. Changes to how tasks are performed is imperative to meet the additional work load.
ASSESSOR (for 3 years)

What are your qualifications for office: Select Board-2003-2021; Town Meeting-1997-present; Assessor-2023-present
What do you see as the most important goal you would like to achieve if re-elected: Maintaining up to date fair and equitable property valuations. Providing top notch customer service.

What are your qualifications for office: School Committee (“SC”)-10 yr; SC Chair/Vice Chair-4 yr; Town Meeting-11 yr; SC Subcommittees-Negotiations, Finance Committee, Facility Financing, Future School Needs, Portrait of a Needham Graduate; Citizens for Needham Schools Co-Chair; Co-Chair 2015 operating budget override campaign; Newman PTC
What do you see as the most important goal you would like to achieve if re-elected: A key School Committee (“SC”) responsibility is collective bargaining. Over the next 15 months we must negotiate new contracts with teachers, administrators & staff (5 union contracts). This is my 3rd bargaining cycle and I have relationships and deep experience understanding the process, issues and financial implications. Needham must settle fair and affordable contracts that allow us to recruit, retain and support teachers & staff – our most valuable assets and over 80% of our budget.
What do you see as the biggest weakness of the Needham Public Schools and, as a School Committee member, how would you address it: The pace of change can sometimes be slow. This is not unique to NPS and is often characteristic of large, multi-stakeholder organizations. I’d like us to be more nimble implementing strategies and tactics that positively impact student outcomes and experiences, even if operationally difficult. The School Committee can impact this by continuing to foster a culture of exploration, improvement and growth; advocating for resources; and serving as a buffer against those more resistant to change.
What areas of the budget do you suggest cutting in order to keep the budget within an affordable range: If cuts are necessary, my overarching goal would be to minimize student impact, and I’d seek to scale back rather than eliminate programs and staff. I would explore the following areas: low enrollment elective courses and extracurricular offerings, programs with relatively high costs per student, and whether there are ways to restructure the school day, student groupings or staff workflows to decrease costs. I would seek community & staff input to understand tradeoffs among different options.
Should the schools address racism and if so, how: Racism has no place in our schools, and we must actively seek to eradicate all forms of discrimination. Schools can address racism by creating positive school cultures and providing opportunities for students & staff to learn and reflect on the personal & systemic impacts of racism and discrimination. Specific actions include ensuring policies and structures are free from bias and curriculum materials are representative and accurate, staff training, and partnering with community organizations.
What is your opinion on the “preferred option” to rebuild Pollard as a 6-8 school and have six K-5 elementary schools (including High Rock): Rebuilding Pollard as a 6-8 school has educational and operational benefits: greater program coherence, scheduling flexibility, and sense of community; one less student transition; and opportunities for expanded electives. This solution eliminates the need for costly swing space to relocate students during Mitchell’s reconstruction, and allows High Rock to be a 6th elementary school. It also has the lowest overall cost, fastest time to completion and adds the most square footage of all options.
Alisa M. Skatrud (candidate for re-election)
49 Sargent Street
votealisa@gmail.com

What are your qualifications for office: Deep understanding of schools, budgets and community needs as School Committee & Town Meeting Member. 20 years in finance (CFA, CFP). Masters in public administration, fellowship in pediatric health/disability policy. Mom of 3 NPS students. Co-Chair/Exec: CNS, SEPAC, Preschool PTC, Friends of Music.
What do you see as the most important goal you would like to achieve if re-elected: Maintaining quality in academics and programs while meeting student social-emotional needs and navigating budget challenges. We must be flexible and responsive to changing circumstances, but cannot lose sight of the goal of delivering a robust educational experience for all Needham children. Upcoming initiatives include: implementing new literacy curriculum and Portrait of a Needham Graduate 2.0, negotiating a fair and affordable contract with our educators, and addressing our facilities needs.
What do you see as the biggest weakness of the Needham Public Schools and, as a School Committee member, how would you address it: Space constraints and aging buildings create logistical and programmatic challenges, and put the district in the position of being reactive instead of strategic. Our anticipated building projects will allow us to re-envision how Pollard, Mitchell and High Rock are used, both as educational spaces and as community resources. I will encourage thoughtful planning, creative thinking, community input, and an “investment in the future” approach that helps us design the spaces we need going forward.
What areas of the budget do you suggest cutting in order to keep the budget within an affordable range: One significant opportunity to control costs is in the area of out-of-district special education tuition and transportation costs. We are committed to meeting students’ needs and services must be provided by law, but our current model of outsourcing leaves us vulnerable to providers’ cost-increases. Creative approaches to address more needs in-district will decrease a significant source of uncontrolled cost escalation.
Should the schools address racism and if so, how: Yes, we should address racism and its harmful effects. Racism and other forms of discrimination negatively impact our students’ learning, sense of belonging and ultimately success. By working to eliminate discrimination in all its forms, and teaching empathy and respect for each person and their unique abilities, we create better learning conditions for everyone, and develop students who are well-equipped to navigate our global world.
What is your opinion on the “preferred option” to rebuild Pollard as a 6-8 school and have six K-5 elementary schools (including High Rock): I support reuniting middle school students on the Pollard campus because it has both educational benefits for students and is fiscally prudent. This option does not require building expensive temporary school space, making full use of High Rock during both Pollard and Mitchell construction. This project sequence allows for faster completion of necessary school building improvements at the lowest cost, and provides an opportunity to reassess enrollment and elementary needs five years from now.
Sri Devi Baqri

What are your qualifications for office: I’m a mom of 2 kids at Mitchell, with local community experience with the Mitchell PTC, REAL Coalition fostering inclusivity and community building, Needham Resilience Network focusing on youth mental health. As a scientist/scientific editor, I consider diverse opinions and bring teams together.
What do you see as the most important goal you would like to achieve if elected: Academic excellence is not a measure of grades alone but also about building character and preparing our children for the world. We should equip schools and teachers with best-in-class resources and training to support students in their academic pursuits so we may exceed all state/national benchmarks of academic achievement. In parallel, promote Global citizenship, instill confidence, resilience, mutual respect, expanded access to mental health support and overall well-being of our students.
What do you see as the biggest weakness of the Needham Public Schools and, as a School Committee member, how would you address it: 1 in 3 Needham elementary school students struggle with grade-level reading and Math. These outcomes are unacceptable for Needham, which invests ~50% of our budget in schools, public school attendance is high and over 80% of adult residents have a Bachelor’s or higher. I will follow empirical evidence and rigorous science to establish educational goals and policies, supporting innovative curricula, benchmarking competitive contracts for teachers, and implement school improvement plans.
What areas of the budget do you suggest cutting in order to keep the budget within an affordable range: Pending review, we should identify and deprioritize any expenditures that do not directly benefit the student. For example, these could include broader categories of Professional & Technical Services, Administrative Technology etc. Another approach is a broad 2-3% cut across categories except essential support services. In summary, I firmly believe that budget allocation to schools should be based on where and how much the needs are, to directly benefit students and not based on precedence.
Should the schools address racism and if so, how: Absolutely, schools must address racism through collaborative learning experiences, diversifying staff, fostering inclusive dialogue and ensure implementation of anti-racism policies. Formative school years establish the foundations of community building, kindness and respect for each other. To quote Mandela, “No one is born hating another person because of the color of their skin, background or religion. People must learn to hate, and if they can learn to hate, they can be taught to love”.
What is your opinion on the “preferred option” to rebuild Pollard as a 6-8 school and have six K-5 elementary schools (including High Rock): I support rapid implementation of rebuilding Pollard as a 6-8 school through collaboration with town governing bodies, compliance with town policies and budget, as it is efficient for staff, students and parents and provides a cohesive middle school experience. Also, expanding K-5 elementary schools by adding High Rock supports aspirations of town growth, sustainable class sizes and relieves pressure on other elementary schools, allowing systematic infrastructure development in Needham.
Scott Marder

www.ScottForSchool.com

What are your qualifications for office: As a father of a kindergartner and a pre-K student, and as a school psychologist in a k-5 school, I understand the teacher’s perspective and the challenges that impact our students socially, emotionally, and academically. I also hold a degree in business and I was formerly an entrepreneur.
What do you see as the most important goal you would like to achieve if elected: I have several important goals: Increase identification and resources for students who need social-emotional and academic support. Implement an evidence-based literacy program. Expand the afterschool and preschool program, Establish a collaborative budgeting process that includes input from parents and educators. Improve or replace Pollard and Mitchell to ensure safe, modern learning environments. These are essential to fostering a stronger, supportive, and academically enriching school system.
What do you see as the biggest weakness of the Needham Public Schools and, as a School Committee member, how would you address it: Keeping up with the impact on students’ social, emotional, and academic well-being. Additionally, it is essential to address the literacy program in a timely manner, support educators by tackling teacher stress and burnout, diversity and equity, and focus on the aging infrastructure of Pollard and Mitchell schools. I would approach these challenges through advocacy and collaboration, ensuring that educators, parents, and the community work together to create meaningful and lasting solutions.
What areas of the budget do you suggest cutting in order to keep the budget within an affordable range: We need to protect Core Academic Programs & Instruction, Teacher & Support Staff positions, Special Education & Intervention Services and Student Social-Emotional Learning. When addressing budget concerns, I would start by collaborating with the administration to streamline central office and administrative roles. I would then review non-essential programs with low participation or limited impact on students.
Should the schools address racism and if so, how: The Schools should address racism through a comprehensive, proactive, and sustained approach that involves students, teachers, administrators, and the community. A successful framework should: Implement Anti-Racist Policies and Practices, Incorporate Inclusive and Diverse Curriculum, Provide Ongoing Anti-Racism Training, Foster Open Conversations and Safe Spaces, Address Racism When It Happens, Promote Representation and Equity, and Encourage Student Activism and Leadership.
What is your opinion on the “preferred option” to rebuild Pollard as a 6-8 school and have six K-5 elementary schools (including High Rock): Renovating Pollard and rebuilding Mitchell, and converting High Rock are vital investments that will enhance learning environments and create a strong foundation for future generations. With an estimated cost of $350 million, identifying the primary cost drivers is essential to ensuring fiscal responsibility and efficiency. A modernized school is necessary, and it is the school committee’s responsibility to ensure that Needham maximizes value while making the best decisions for the community.
Leanne R. Ratti

What are your qualifications for office: As a mother of three children in Needham Public Schools, and a public educator with 16 years of experience, I am dedicated to amplifying the voices of parents, teachers, and students to ensure that every community member has a seat at the table when it comes to shaping the future of our schools.
What do you see as the most important goal you would like to achieve if elected: If elected, the most important goal I would like to achieve is ensuring that a high quality, evidence-based, knowledge building literacy curriculum, approved by the Department of Elementary and Secondary Education, is implemented in all Needham Public K-5 classrooms, like our evidence-based Math curriculum. Equipping our highly capable group of teachers with a high-quality, evidence based curriculum will ensure the future success of Needham students.
What do you see as the biggest weakness of the Needham Public Schools and, as a School Committee member, how would you address it: As a School Committee member, I would like to enhance our Special Education resources so that more students can be supported within the district. When I first announced my candidacy, there was an outpour of messages about children needing more than what Needham Public Schools could support. It is my hope that these children can remain a part of our community. This is not just a special education issue but an achievement gap issue that is apparent on MCAS data.
What areas of the budget do you suggest cutting in order to keep the budget within an affordable range: As an educator of 16 years, I would be bringing my experience and knowledge of programming, school resources, curriculum, and teacher professional development. Student facing staff is essential in student learning. As a school committee member, I’d be more focused on where our taxpayer dollars are being spent to make sure that effective programs are being purchased that provide for a better learning environment for our children.
Should the schools address racism and if so, how: Schools should address racism by creating inclusive environments for all students. Curriculum, school priorities and staff training could all support this effort. Encouraging cooperative learning, modeling inclusion, celebrating diversity, building a culture of empathy and understanding are all key components to ensure that every student feels valued, respected, and safe. Literacy is also a powerful tool for empowerment and a key factor in closing educational gaps.
What is your opinion on the “preferred option” to rebuild Pollard as a 6-8 school and have six K-5 elementary schools (including High Rock): My oldest son is currently a student at High Rock in grade 6, so I am well aware of just how important a separate setting is for this age developmentally. If there is a need for a sixth elementary school, I believe the compromise is keeping a separate building for sixth grade students on the Pollard campus. Having a dedicated space for sixth graders can provide a smoother transition in navigating this new experience of middle school with the familiarity of a more focused and supportive setting.

What are your qualifications for office: I am a professional writer and journalist who has been a member of the Library Board of Trustees for six years. During that time, I helped lead the development of our new five-year Strategic Plan and select our excellent new Library Director. I believe in the future of the modern public library.
What do you see as the most important goal you would like to achieve if re-elected: Public libraries are undergoing many changes as they transition from their role as a repository of books and information to a more dynamic space for community engagement in the digital era. One important goal is to reinvent the interior spaces of Needham Free Public Library for new uses and activities. With a careful eye on the budget, I will help reimagine the Library to encourage people of all ages and backgrounds to come together for thoughtful, entertaining, and uplifting interactions.
In your view, how does a public library best serve its community: I take seriously the word “free” in the name of the Needham Free Public Library. It is the only space in Needham where all programs and resources are free to people of all ages, backgrounds, and incomes. Children’s programs, art and culture events, discussion groups, teenage study groups, and a deep well of books, movies, music, and information are easy to access by children, seniors, job hunters, hobby enthusiasts, and every person with a sense of curiosity and wonder.
How would you engage with different community groups to understand their needs and priorities regarding the library: In my role as a current Library Trustee, I attend many events and talk with people who attend about what they would like to see happening at the Library. Out in the community, I recruit local and regional artists to exhibit their work in our Art Gallery. And as I interact daily with neighbors, friends, family, and people around Needham, I encourage them to visit the library, use its website, and take advantage of all it has to offer.
Robert A. Petitt (candidate for re-election)
80 Robinwood Ave

What are your qualifications for office: I have served as library trustee for six years and have worked closely with Library staff and other trustees on key projects, including a new strategic plan and a new website. I am a strong advocate for the Library and keep apprised on state and nationwide library trends.
What do you see as the most important goal you would like to achieve if re-elected: Our Library has a beautiful building, but there is a need to update it periodically for the benefit of all patrons. We currently have an expansion of the Library teen area planned that will better accommodate the many teens who use the Library while reducing noise for other patrons. Moderately-sized, iterative updates to our physical space will keep our Library relevant for all age groups and will ensure that we are getting the most use out of our existing building.
In your view, how does a public library best serve its community: Libraries expand horizons and are pillars of democracy. Our Library best serves our community not only by providing access to vast print and electronic resources, but also by serving as a crucial public space where patrons can access information freely and without censorship. I am committed to ensuring that our Library maintains its dedication to intellectual freedom, which is increasingly under attack in libraries and other public arenas. The Library is an incredibly cost-effective resource.
How would you engage with different community groups to understand their needs and priorities regarding the library: I frequently engage with members of our community across many demographic lines, and always seek input as to how the Library can best serve them. As a parent of elementary aged children, I often discuss Library-related matters with young families in Needham. As part of our recently implemented strategic plan, the Library collected feedback from a wide cross-section of patrons, and the feedback we received informed the strategic direction that we set for the Library in the new plan.

What are your qualifications for office: Needham public school parent and 12+ year resident. Board director of Needham Television and co-founder of ICON (Indian Community of Needham, a cultural/civic non-profit). School Councils at Newman, High Rock, and Pollard. Board Director of a local Credit Union, and finance professional.
What do you see as the most important goal you would like to achieve if elected: I adore our library and its connection to the Minuteman network. I’d work with the board, staff and our residents to broaden the appeal to our youngsters, especially aged 8 to 22 where engagement with the materials and programming tapers off. I would also increase collaboration with our schools and their libraries, and foster content delivery approaches which engage all age groups in our Town, such as through the Center at the Heights and local civic/cultural communities.
In your view, how does a public library best serve its community: Our Public Library is a great Needham asset, centrally located near our High School and the CATH. It’s at its best as a center of learning, information exchange, and community building. We open and broaden minds through exploration in partnership with community groups. Our Library could also foster authorship and creativity, by teaching and facilitating digital publication by our residents similar to the multi-media initiatives we’ve driven at Needham Television and our Public Schools.
How would you engage with different community groups to understand their needs and priorities regarding the library: I have spearheaded ICON donation initiatives for our Library’s collection, and have done the same for our schools’ libraries. My approach has been and will be to actively engage with all Needham friends and neighbors on an ongoing basis, and I will encourage our Library leadership to host Open Houses similar to our Town and Schools. We must recognize that everyone has a different ways of engaging with our Town resources, and need to serve residents as they need, online and in our building.

What are your qualifications for office: As a lifelong library patron I recognize the importance of a thriving library. As a primary care physician in Needham I am able to listen, analyze and diagnose a variety of issues. Once elected as a Trustee I will apply these critical skills to promoting and elevating our precious library.
What do you see as the most important goal you would like to achieve if elected: The Needham Public Library provides access to knowledge, supports learners of all ages and creates community. My goal as a Trustee is to increase the visibility of library services. This will be accomplished by strengthening relationships with national library communities, local resources and optimizing social media engagement.
In your view, how does a public library best serve its community: Libraries are a vital hub for connecting community members. The library is a space for story time, books clubs, workshops, lectures and cultural enrichment. A library promotes lifelong learning and literacy. It welcomes each and every community member and engages with local organizations to address community needs. A library will provide digital access and host events to promote a diverse perspective and value patron satisfaction.
How would you engage with different community groups to understand their needs and priorities regarding the library: I will meet our community members where they are- the senior center, farmers market, July 4th parade, New Year’s Day 5K, Rosemary Pool or Cutler Park. I will listen to Needham’s residents by attending local meetings and online forums. With an open mind and wide perspective I will strive to understand the priorities of the Needham community.
BOARD OF HEALTH (for 3 years)
3 Candidates for 2 Seats
Stephen K. Epstein (candidate for re-election)
117 Richdale Rd

What are your qualifications for office: I am an emergency physician with over 30 years of clinical and health policy experience. I have lived in Needham for over 25 years and raised two children here. I earned a master’s in public policy and served on state public health task forces. Currently, I serve as Chair of the Board of Health.
What do you see as the most important goal you would like to achieve if re-elected: Needham is fortunate to have a full-service public health department, covering all the basics from preventing communicable diseases to injury prevention to environmental health, and everything in-between. If re-elected, I would continue those services and work to have our department be more proactive in health promotion, particularly in promoting healthy diets and exercise, two of the most important factors for healthy living.
What are the main sources of information you use (or would use) when providing guidance to the DPH on a public health issue: To provide the best guidance possible, I listen to our residents, consult with experts, and review the scientific literature.
What do you expect will be the major public health issues our community will deal with in the next few years: While difficult to predict, I expect the top issues will continue to be substance abuse and mental health, with environmental health not far behind. We have an aging population that may require more services over the next several years. And while not directly a health issue, funding for our programs from the state and federal governments may decrease over the next several years, so defending that funding will be a priority.
Tejal K. Gandhi (candidate for re-election)
16 Bess Rd

What are your qualifications for office: I am an internist with an MPH and practiced primary care at Brigham and Women’s. I am currently Chief Safety and Transformation Officer at a company that does quality improvement in healthcare systems around the country. I have lived in Needham for over 20 years with my husband and 2 children.
What do you see as the most important goal you would like to achieve if re-elected: My goal is to advance the health and well-being of the entire Needham community through public health and prevention. The Board of Health makes key contributions in many areas ranging from food safety, environmental safety, and disease prevention. Key areas of focus for me include adequate mental health support, reducing substance abuse (particular among minors), and ensuring a safe and health environment. I focus on ensuring that optimizing health is integral to my decision making.
What are the main sources of information you use (or would use) when providing guidance to the DPH on a public health issue: The main sources of information I use include a thorough review of the evidence (often compiled by our excellent Dept of Health staff) as well as my own experience working in health care. Testimonials from experts in a content area as well as public health experts (and legal experts at times) are essential given the diversity of issues. In addition, public comment and experiences from other towns are critical to understand the perspectives of the community.
What do you expect will be the major public health issues our community will deal with in the next few years: There will be many public health issues we have to address over the next few years. Three in particular are top of mind: 1) Supporting mental health, particularly for minors, including strategies around social media and cellphones; 2) Preventing disease through vaccination, reducing substance abuse, and reducing obesity; 3) Achieving optimal health outcomes for everyone regardless of demographics or socioeconomic status. The Board of Health and Health Department are committed to these areas.

What are your qualifications for office: MBA with High Honors, BU & BS in Electrical Eng, Tufts. With 40+ years in high-tech/software, I’ve led client services teams at three companies. My engineering mindset drives me to test assertions and demand answers, while my experience with clients honed my ability to listen and serve effectively.
What do you see as the most important goal you would like to achieve if elected: My goal is to engage a diverse group of neighbors and citizens early in the decision-making process, ensuring community input and buy-in. I will listen to concerns and collaborate, especially on major projects coming before the Planning Board that will shape Needham’s future. I’m proud to have helped bring the state-mandated rezoning effort to a town-wide vote. As a leader, I will hear all voices so that, together, we can make informed, thoughtful decisions for Needham.
How would you prioritize the recommended actions in the December 2022 Needham Housing Plan: I will carefully review and consider all input on the recommended actions in the December 2022 Needham Housing Plan. I believe in the organic, community-driven development that has shaped Needham’s history. My priority is a best-fit-for-Needham approach, ensuring that new housing meets needs while preserving the town’s character and respecting those who already live here.
What experience do you have with zoning? How will you address the complicated zoning regulations given the competing needs or wants of the town, residents, businesses and developers: I have firsthand experience with zoning as a buyer and small investor. More importantly, as an engineer, I am skilled at analyzing complex project documents and RFPs. As a Planning Board member, I will collaborate with the board and Town Legal Counsel to independently assess projects from all perspectives. The Planning Board is the residents’ voice, not a representative of outside interests, and I am committed to ensuring Needham’s best interests always come first.
How would you suggest the Planning Board involve and communicate with residents regarding its deliberations and decisions: We must prioritize outreach to engage the silent majority—busy residents—early in the process to ensure planning decisions reflect the community’s needs and desires. Our full-time planning staff can support this by sending clearly labeled postcards marked ‘Re-Zoning Meeting Notice’ with a bold red stripe, along with electronic notices featuring a similar designs, ensuring greater awareness and participation. It is important to hear from residents early in the process, before goals have been set.

What are your qualifications for office: I’m a real estate attorney with experience in leasing, land use, zoning, and development. I’ll bring legal, real estate, and problem-solving skills to ensure thoughtful planning, balancing growth, sustainability, and community needs. I listen to my clients and will do the same for all residents.
What do you see as the most important goal you would like to achieve if elected: The redevelopment of the former Muzi and Carter properties are near-term initiatives that will shape Needham’s future. These can address several town needs, including housing and the generation of needed additional tax revenue. I will prioritize constructive engagement of all parties and stakeholders to ensure these projects benefit residents and the business community in ways that makes sense for Needham. I’ll seek to apply my legal and real estate background to help achieve optimal outcomes.
How would you prioritize the recommended actions in the December 2022 Needham Housing Plan: An immediate priority should be enactment of the Town’s MBTA Communities Base Plan to comply with state law and move forward together following the recent referendum. The Planning Board must assure implementation of the Base Plan to help meet housing needs and the best interests of Needham. Other priorities should include encouraging mixed-use development where appropriate in our retail centers, improving 55+ housing options, and supporting affordable housing projects.
What experience do you have with zoning? How will you address the complicated zoning regulations given the competing needs or wants of the town, residents, businesses and developers: I work every day with property owners, sellers, developers, and end users of all sizes on real estate matters impacted by zoning regulations. This includes negotiation of real estate agreements with municipalities and governmental bodies. My legal practice involves navigating complex issues which require solution-based negotiation with a variety of competing stakeholders. I’ll apply this experience to find balanced solutions that work for the best interests of Needham.
How would you suggest the Planning Board involve and communicate with residents regarding its deliberations and decisions: I believe in engaging residents early in the process to avoid the perception that issues are decided before community input. Online dashboards for large or special projects will allow residents to track progress and provide feedback. Finally, joint meetings with the Select Board, FinCom, and School Committee will advance open communication, foster collaboration among stakeholders, and increase transparency and public dialogue for important projects that impact the entire community.
